– 5 p.m.*n*Subject to changen n DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS nServes as the Chief Planning Officer directing managers and planning staff in the coordination, implementation, administration and operation of various systems, plans projects with a special focus on program development, accreditation, community health assessment, engagement and planning, strategic planning, grant writing and data analysis.

n n RESPONSIBILITIES Manages and directs managers, reviews operations, and may establish objectives within the assigned department Pinpoints health issues in Houston and specific neighborhoods and uses data to plan programs and set up program documentation Improves the quality of reports and grant applications to ensure that HHD programs meet guidelines to maintain continued funding Provides training, reports and conferences to increase knowledge and skills for HHD staff and the community Identify concerns in the community and among HHD employees Develops policies, procedures, guidelines and project schedule recommendations based on science and research Pulls together data and creates charts, maps, and other resources for HHD programs, grants or projects Designs, conducts and publishes research Reviews and evaluates correspondence and various proposed ordinances and plans Manages, trains, develops, counsels and evaluates staff performance Coordinates the preparation, implementation and monitoring of the budget and expenditures Assists in the design and implementation of special systems, plans and projects Acts as liaison to other departments, government agencies and the private sector Provides technical support and scientific expertise to help the Houston Health Department and Houston Community Researches, reviews and evaluates new data, reports, products and other information Develops and interprets codes, ordinances and specifications n WORKING CONDITIONS nThere are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions MINIMUM REQUIREMENTS nn EDUCATIONAL nRequires a Bachelor’s degree in Business Administration, Public Administration or a closely related field.n n EXPERIENCE nSeven years of progressively more complex/responsible administrative experience are required, with at least three of the years in a supervisory capacity. A Master’s degree in Business Administration, Public Administration or a field closely related to the work being performed may be substituted for two years of experience.nn PREFERENCES nnPreference will be given to applicants that possess: nn Good knowledge and understanding of public health Strong analytical and conceptual skills and the ability to think and plan strategically Strong understanding of concepts and approaches relevant to assessment, monitoring and evaluation Ability to establish and maintain effective work relations in a multi-cultural, multi-ethnic environment Excellent interpersonal, communication and presentation skills and experience with developing working relations with government, community and agency partners Strong competency in conceptualizing and designing policies and strategic frameworks Ability to network effectively, work in teams and influence decisions Ability to plan, manage and deliver results At least eight years experience in public health management including planning processes, performance management, monitoring and evaluation in large governmental organization of which five years should have been at an executive level in planning, implementing, monitoring and evaluation of health systems delivery programs nn n **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.** nn GENERAL INFORMATION nn SELECTION/SKILLS TESTS REQUIRED  None.nHowever, the Department may administer a skills assessment test.n nn SAFETY IMPACT POSITION Yes This position is subject to random drug testing and if a promotional position, candidate must pass an assignment drug test.
