POSITION SUMMARY

Perform evaluations of potential environmental contaminant sources of the facility with respect to pollution control laws and requirements. Where compliance is not found, take the actions necessary to ensure compliance is achieved. Assist managers in understanding the environmental regulatory obligations of the facility. Achieve expertise in certain areas of environmental regulation and technology to fulfill needs of the Environmental Department

Essential Functions Statement(s)

  • Perform routine inspections of facility operations for sources of pollution and provide Manager with documented findings/determinations of compliance with applicable regulations using scientific methods and practices, policies, permit and administrative order provisions
  • Assist Operations staff and Manager in coordination of completing and receiving all required compliance forms. Perform reviews of compliance documentation for accuracy and report deficiencies or missing documentation to Manager
  • Assist in preparation of inspections by compiling pertinent environmental files (permitting documents and reports, test reports, citizen complaints, etc.)
  • Work closely with Manager in preparing and updating environmental reporting.
  • Perform literature and file review, where necessary, to enable a complete and thorough review of all regulatory requirements and reporting
  • Provide input to and make recommendations on conditions for any regulatory or authority permit application.
  • Coordinate and administer the on-site recycling program; be an advocate for proper recycling and benefits thereof.
  • Obtain and maintain visible emission certification.
  • Make observations for visible emissions, and document information needed to determine source compliance.
  • Provide the facility awareness of, and assist Manager in coordination for, air emission testing and plan development.
  • Assist Manager with administering the ambient air monitoring program and reporting, as applicable to the facility.
  • Coordinate and perform spill response efforts including ensuring proper spill containment and cleanup equipment are readily available, assisting in spill clean-up, and providing proper documentation and reporting to administering agencies.
  • Coordinate and perform reviews of solid and hazardous waste sampling, discharge, cleanup and offsite recovery efforts, and ensure proper documentation and reporting to administering agencies. Verify that reports are complete and that results are accurate. Make determinations on accepting or denying the results of any sampling conducted.
  • Coordinate and perform groundwater, storm water and wastewater sampling and discharge evaluation. Ensure proper documentation and reporting to administering agencies.   • Coordinate comments from Operations and Plant Management into specific environmental obligation reviews for the facility. Determine applicable conditions with respect to meeting regulatory requirements. Use analysis to determine if proposed pollution prevention or control technology can comply with regulatory standards and practices.
  • Consult with external consultants/experts, as directed by Manager, on site-specific activities and projects that may have environmental impacts and/or regulatory prerequisites.
  • Make recommendations to Manager on environmental compliance obligation projects, materials and equipment. Work with purchasing/finance on obtaining quotes.
  • Contribute to and manage projects with Manager.
  • Attend public meetings and/or hearings and document public concerns. Prepare reports to Manager on sensitive information/questions pertinent to compliance assurance and public concerns. {Position is not responsible for answering any questions; questions are to be directed to Manager}
  • Participate in enforcement actions to ensure facility returns to compliance with applicable pollution control regulations, permits, and/or any other legal obligation/agreement.
  • Assist in the training of facility staff in regards to Environmental Department objectives and obligations.
  • Participate in Environmental Department meetings and team activities, support team and Department objectives and performance measures.
  • Participate in cross operational teams and activities to promote communication, procedures and guidance, and performance indicators consistent with Department and Company strategic goals.
  • Meet with Plant and Operations Management to increase understanding of the Environmental Department objectives and requirements.
  • Inform facility Management of proposed rule changes and how they may impact operations.
  • Make presentations as requested and respond to inquiries to explain obligations
  • Actively participate in the operation of the facility. Recommend changes to service guidelines and assist in evaluating and resolving service issues to ensure staff and customer needs are met.
  • Assist in the preparation of information to provide to local, state and federal government/agencies, and the general public, on the Environmental Department responsibilities and goals of the facility. Respond to inquiries about environmental obligations and facility status.
  • Interact with external partners including local governments, business, environmental organizations, individuals and other key stakeholders to develop and enhance an understanding of the Environmental Department and Company objectives. Promote activities with partners to help accomplish the goals of the Environmental Department.
  • Field and relay complaints to Manager, and provide input into response resolution; in accordance with Company policies.
  • Perform other activities necessary to support operations both within and outside of the Environmental Department and to implement cross media efforts within the Company. Assist other staff during times of emergency or other need (fire control, spills, etc.)

POSITION QUALIFICATIONS

SKILLS & ABILITIES

Education:

  • High School Diploma required
  • BS degree from an ABET accredited college, in any Environmental or Life Science based degree program, or equivalent work experience

Experience & Skills:

  • Ability to comprehend and manage general instructions, procedures, and calculations
  • Data entry/database navigation; word processing; spreadsheets; plan/drawing reviews with a basic understanding of ArcMap (or equivalent)
  • Interprets guidance, policy, and regulations
  • Knowledge and experience within environmental regulation and compliance assistance and assurance procedures
