This is a fantastic opportunity with the government to be apart of a Sustainment Initiative. This introduces a new way of procuring private-sector maintenance and support services for military equipment. Please keep reading to learn more!

Roles and Responsibilities:

– Provide strategic advice and recommendations to the CoEs and SBCA teams, based on direct Weapon System Management experience and lessons learned, on best commercial and military practices in land, aerospace and marine equipment sustainment with particular emphasis on experienced gained in performance-based sustainment arrangements;
– Provide strategic advice and recommendations to the CoEs and SBCA teams, in the evaluation and identification of opportunities for improvement of existing OWSM and ISSCF contracts by sharing practical experience, knowledge, and tools (e.g. processes, lessons learned, best practices, analysis techniques, etc.);
– Provide assistance and guidance to CoEs and SBCA teams in developing support strategies and tailored sustainment arrangements using the Sustainment Business Case Analysis (SBCA) process;Provide assistance to Weapon System Managers and Contracting Authorities in the implementation of new tailored sustainment solutions to ensure that the contracted sustainment concepts and strategies are maintained throughout the life of the contracts;
– Provide expert advice and support CoEs and SBCA teams with Industry engagement process through the preparation of briefing material covering the proposed sustainment and procurement strategies and concepts;
– Provide expert advice and recommendations on Defence Procurement Strategy and Sustainment Initiative policies and processes;
– As directed, liaise and communicate with Department of National Defence (DND), Innovation, Science and Economic Development Canada (ISEDC), and other applicable government departments and agencies on behalf of the CoEs and SBCA teams;
– Provide expert advice and assistance in planning, preparing, coordinating, and executing Defense Procurement Strategy and Sustainment Initiative activities necessary for the establishment of new tailored sustainment solutions;
– Provide expert advice and assistance in planning, preparing, and coordinating applicable Defence Procurement Strategy (DPS) and Sustainment Initiative (SI) documents such as, but not limited to, Sustainment Business Case Analysis Reports, Industry Engagement Plans and DPS Briefings;
– Provide expert advice and assistance in planning, preparing, and coordinating tender documents such as, but not limited to, Basis of Payment (BoP), Performance Work Statement (PWS), Performance Management Specifications and Technical Evaluation Plan (TEP);
– Provide expert advice and assistance in planning, preparing, and coordinating Technical Assistance Agreements, Third Party Transfers (TPT) and other Controlled Goods re-transfer documents as applicable at each step of the procurement process;
– Produce, maintain, and manage integrated schedule(s) to ensure all activities meet all required milestones and deadlines;
– Provide expert advice and assistance in preparing other contractual documents such as, but not limited to, Terms & Conditions and Bidders Instructions; – Provide assistance with the coordination of Bid Evaluation activities;Participate in meetings and provide assessments, recommendations, information and data as required; andPrepare, develop, and deliver briefings on behalf of the CoEs, SBCA teams and senior management.

Qualifications and Experience

– Must hold a university degree from a recognized academic institution in either engineering, applied sciences or businessA minimum of 5 years of experience in being personally and directly involved with in-service support program of military equipment within the last fifteen (15) years
– Must demonstrate at least 5 years of experience in an executive role with at least two different companies with the last ten (10) years
– Developed and delivered a formal course(s), associated with an accredited degree granting institution, of a minimum duration of 2 days within the last five (5) yearsPerform strategic business planning to capture new sustainment related services business in:

a) Commercial markets; and/or

b) Military markets

– Led the preparation of bid(s) in response to Request For Proposal(s) for performance-based commercial and/or military related contracts that included performance and Value for Money related incentives
– Participated actively in the development of a complex performance-based sustainment contract framework that included incentives designed to ensure performance improvement and cost reduction in support of military equipment
– Participated actively in the development of a tailored Sustainment Strategy and associated Procurement Strategy of a complex performance-based sustainment contract in support of military equipment using any versions of the Sustainment Business Case Analysis
– Performed review(s) of complex military equipment sustainment arrangements which were designed using either the Optimized Weapon System Management (OWSM) framework or the In-Service Support Contracting Framework (ISSCF).
